Most budgeting app comparisons are a free offline tool against a paid cloud service. This one is different. Actual Budget and BudgetForge AI are both free, both keep your data on your own machine, and both use envelope-style budgeting. If you are weighing Actual Budget vs BudgetForge AI, the decision comes down to platform, setup effort, sync, and whether open source matters to you. We think Actual is an excellent product, and this page tries to be as fair to it as to our own app.
Quick verdict
Pick Actual Budget if you want open source software, use a Mac or Linux machine, or want to sync one budget across several devices through a server you control. Expect to spend some time on setup if you want sync or bank bridges.
Pick BudgetForge AI if you budget from one Windows PC and want to be entering transactions two minutes after download, with no server, no Docker and no configuration. You also get on-device spending insights that Actual does not have.
Neither app charges money, uploads your data to a vendor, or requires an account with the publisher. That already puts both ahead of most of the market.
What the two apps have in common
- Free. Actual is open source under the MIT license. BudgetForge AI is free with no subscription, ads or in-app purchases, though it is not open source.
- Local-first. Both store your budget on your own device by default. Actual keeps a local budget file; BudgetForge AI uses a local database on your PC.
- Offline. Both work without an internet connection.
- Envelope and zero-based budgeting. Both follow the assign-every-dollar approach. In BudgetForge AI, you fill category envelopes until "To Budget" reaches $0; Actual's budget view works the same way.
- File import. Both import bank files. BudgetForge AI takes CSV and QFX; Actual takes CSV, QIF, OFX, QFX and CAMT.053.
- Export without lock-in. BudgetForge AI exports CSV any time. Actual exports your whole budget from Settings as a file you can back up or move.
Because the overlap is this large, there is no wrong answer here. Both apps will give you a working envelope budget that nobody else can read, at no cost. The sections below are about the edges: what each one does that the other does not, and how much work it takes to get there.
Where Actual Budget is stronger
Open source
Actual's code is public on GitHub and maintained by a community. You can read how it stores data, build it yourself, and trust that it cannot quietly change its business model. BudgetForge AI is published by QWF Group LLC and is not open source. If auditable code is a requirement, Actual wins outright.
Cross-platform
Actual has desktop apps for Windows, Mac and Linux, and the self-hosted version runs in any browser, including on a phone. BudgetForge AI runs on Windows 10 and 11 (64-bit) only. No Mac, no Linux, no mobile app.
Multi-device sync, on your terms
Run the Actual server on a machine you control (Docker on a home server, a PikaPods instance for about $1.40 a month, Fly.io, and so on) and every device syncs to it. Your data still never touches the app developers. BudgetForge AI has no sync at all; it is one PC, one database.
Bank bridges
Through the server, Actual can pull transactions from banks via SimpleFIN (US and Canada, small fee) or GoCardless (UK and EU). It requires setting up your own API credentials, as described in Actual's bank sync docs. BudgetForge AI does not sync with banks under any configuration.
Where BudgetForge AI is stronger
Zero setup
Download a 117 MB installer, run it, open the app. That is the whole process. There is no server to host, no container to configure, no port to forward and no password to set. For the many people who want a budgeting app and not a weekend project, this is the main reason to choose it.
One honest caveat: because the installer is newly published, Windows SmartScreen may show "Windows protected your PC" the first time you run it. Click More info and then Run anyway. That is the only step between download and your first budget, and it is still less work than configuring a sync server.
Built-in on-device insights
BudgetForge AI analyzes your transactions locally and flags unusual charges, categories that keep running over, and subscriptions you are not using, then suggests savings. Actual offers reports and rules but no automated analysis of this kind. The insights run on your PC and send nothing to a server.
Multi-currency
BudgetForge AI supports accounts in more than one currency. Actual is single-currency.
Reports out of the box
Spending by category, monthly trends, savings rate, net cash flow and income vs. expenses are all included without configuration. Actual's custom reports are flexible but take more setting up.
BudgetForge AI is local-first budgeting for Windows with nothing to host: install, open, budget.

This is the clearest practical difference, so here it is step by step.
| Goal | Actual Budget | BudgetForge AI |
|---|---|---|
| Budget on one Windows PC, no sync | Install the desktop app. About 5 minutes. Comparable to BudgetForge AI. | Install. About 2 minutes. |
| Sync between laptop and desktop | Deploy the server (Docker, PikaPods or similar), set a server password, point each client at it. 30 minutes to a few hours depending on experience. | Not supported. |
| Use on a phone | Self-host the server and open it in the phone browser. | Not supported. |
| Automatic bank import | Server plus SimpleFIN or GoCardless credentials. Technical. | Not supported. Import bank CSV/QFX files instead. |
| Import bank files | Built in, many formats. | Built in, CSV and QFX. |
| Spending insights | Build custom reports and rules. | Built in, on-device. |
If the first row describes you, the two apps are close and your choice is mostly about insights and multi-currency versus open source. If any other row matters, the decision is already made for you. For the broader picture, see our offline vs cloud budgeting apps guide and our full comparison list.
Who should pick which
Choose Actual Budget if:
- You want open source software you can audit or contribute to.
- You use a Mac or Linux machine, or need the same budget on a phone.
- You already run a home server or are comfortable with Docker.
- You want bank bridges and are willing to configure them.
Choose BudgetForge AI if:
- You budget on one Windows PC and want zero configuration.
- You want spending insights without building reports yourself.
- You track more than one currency.
- You prefer a conventional installer and a support address ([email protected]) over community forums.
Switching between the two is low-risk either way. Both import CSV, so you can try one, export, and move to the other without losing history. Our CSV import guide covers the mapping step.
Frequently asked questions
Is Actual Budget free?
Yes. Actual Budget is free and open source under the MIT license. Optional self-hosted sync costs whatever your hosting costs, for example about $1.40 a month on PikaPods, or nothing on your own hardware.
Is BudgetForge AI open source?
No. BudgetForge AI is free to use but is not open source. It is published by QWF Group LLC. All data stays on your PC and nothing is uploaded.
Which app is easier to set up?
BudgetForge AI. It is a single Windows installer with no server, Docker or configuration. Actual Budget is also simple as a standalone desktop app, but sync and bank bridges require hosting a server.
Does either app sync with my bank automatically?
Actual Budget can, through SimpleFIN or GoCardless bridges on a self-hosted server. BudgetForge AI does not sync with banks; it imports CSV or QFX files.
Can I move my data between Actual Budget and BudgetForge AI?
Yes. Both import CSV, and BudgetForge AI exports CSV at any time. You will need to recreate categories in the new app and map columns during import.
